RA NA Standing Committee on State and Legal Affairs Debates More Than a Dozen Legislative Initiatives

On January 13, the RA NA Standing Committee on State and Legal Affairs convened a sitting moderated by Vladimir Vardanyan.

The bill on Making Amendments and Addenda to the Constitutional Law the RA Judicial Code and the enclosed presented package of bills authored by the Government was debated in the first reading and endorsed. The key rapporteur the RA Minister of Justice Rustam Badasyan noted the necessity of the initiative adoption.

The bill on Making Amendments and Addenda to the Law on Bankruptcy and the enclosed presented package of the bills introduced by Rustam Badasyan was debated in the first reading.

The Committee approved the package of the draft laws.


The voting of the debated items were postponed to be revised on the basis of the recommendations.


Afterwards the draft law on Amending the RA Code on Administrative Offences authored by the Government and revised on the basis recommendations presented by the deputies Vladimir Vardanyan, Nikolay Baghdasaryan was considered in the second reading and endorsed.


The RA Minister of Justice Rustam Badasyan presented for debate the legislative package designing addenda and amendments to the law on Anti-Corruption Committee and a number of the enclosed laws.


In his co-speech, the Committee member Sergey Atomyan called on his colleagues to vote for the initiative.


The debate of the draft law the RA Criminal Code authored by the Government was postponed up to for two months.


The deputy Taron Simonyan presented for debate the NA draft decision on Discussing the Created Situation and the Ways Out of It, as well as the Legality of the Statement Signed by the Prime Minister of the Republic of Armenia Nikol Pashinyan, the President of the Republic of Azerbaijan Ilham Aliyev and the President of the Russian Federation Vladimir Putin on 9 November 2020.


The MPs tried to clarify if the political debates can have positive impact in the issue of the return of the war prisoners, as the debate of the issue is not in the framework of the NA powers. Taron Simonyan presented clarifications on the abovementioned issues.


The MP Arusyak Julhakyan proposed her colleagues not to endorse the presented draft law. She noticed that the issue of the prisoners of war had already been discussed behind closed doors in the parliament, and a statement had been accepted as a result of it.


In his speech the Head of the NA Bright Armenia Faction Edmon Marukyan has expressed hope that discussing the draft law, there will be an opportunity to return to the provision 8 of the statement and say to the world that Azerbaijan commits a crime, not handing over the prisoners of war and violates the Geneva Conventions and the document signed on November 9.


The Committee Chair Vladimir Vardanyan has specified that the document is under discussion at the moment in the Committee within the established term. He has proposed to form a working group, trying to raise the problems of the military crimes. The Committee Chair highlighted the undertaking of the practical and effective steps.


After voting the draft law was not endorsed.


The NA Bright Armenia Faction also presented the NA draft statement on Establishing Action Plan for Getting Out of the Situation Created in the Republic of Armenia.


In his co-report the Committee member Vahagn Hovakimyan called on his colleagues not to endorse the NA draft statement.


The debated draft statement was not endorsed.


The Committee will continue the work of the regular sitting on January 14 at 12:00.
